What industry sources say about replacing a driveway
The Colorado Asphalt Pavement Association says to look at the site first: the subgrade soil, drainage, utilities and the loads the driveway will carry. It says the subgrade should be graded smooth and free of organic material, with weak spots undercut and replaced, and that proper drainage, crown and slopes need to be addressed.

How do I know if I need a full replacement or just resurfacing?
The Colorado Asphalt Pavement Association says an existing driveway can be overlaid to improve and strengthen it, as long as distressed areas such as weak spots, holes and large cracks are cut out and patched first. When the problems are in the base or the drainage, that is a replacement conversation. It gets looked at with you during the free estimate.
